Information received concerning the demolition of the Abu Diab family home located in Al-Bustan, in the neighborhood of Silwan, East Jerusalem. In our view this demolition exemplifies a broader and increasing pattern of home demolitions in East Jerusalem, alongside the establishment and expansion of Israeli settlements in the same area. The communication expresses concern that demolitions of Palestinian homes are facilitated by discriminatory urban planning laws which make it virtually impossible for Palestinians to obtain legal permits for their homes, for expanding them or for building new ones, and prevent them from accessing legal remedies and an impartial consideration of housing matters before Israeli Courts.

Information received concerning alleged intentional, widespread and systematic destruction of housing and essential civilian infrastructure, and extensive and repeated forced displacement of civilians, as part of Israel’s military assault in Gaza since 7 October 2023. These acts have rendered the majority of Gaza’s population homeless, drastically shrunk Palestinian residence in and control of Gaza’s territory while rendering it uninhabitable, and are preventing internally displaced persons (IDPs) from returning to their homes. The operations have reportedly been characterized by intentional and indiscriminate attacks on homes and other civilian objects, not justified by military necessity, causing serious bodily and mental harm to civilians; use of weapons with wide-area effects in densely populated residential areas; use of artificial intelligence for targeting homes which have been disproportionate and indiscriminate; pillaging, burning, destruction and bulldozing of homes and civilian infrastructure including in the absence of ongoing hostilities; extensive demolition of structures to create corridors and buffer zones, thereby severely limiting the area available for IDPs; attacks on designated humanitarian zones; steps taken to prevent delivery of shelter and reconstruction as well as prevent the return of IDPs, all in the context of use of force and blockade to maintain prolonged occupation, attempt annexation and thereby commit acts of aggression. The military assault has also included multiple attacks on temporary housing, including IDP and refugee camps, on schools, medical facilities, religious and cultural sites, and other structures used by IDPs for sheltering, including in areas to which Israeli forces had ordered them to evacuate. Between October 2023 and October 2025, estimated indicate that at least 92 per cent of Gaza’s housing units have been either fully destroyed or damaged; over 90 per cent of Gaza’s population has been displaced; and over 86 per cent of Gaza’s territory has been placed under displacement orders or within Israeli-militarized zones. Today, at least 259,000 Palestinian families, more than 1.45 million people, need emergency shelter assistance.

Concerns the human rights situation of Indigenous Peoples in Indonesia. These include the lack of formal recognition of Indigenous Peoples; the erosion of their rights under the revised Special Autonomy Law in West Papua; the revival of the transmigration policy and its detrimental impact on cultural integrity; and the adverse effects of National Strategic Projects, extractive industries, and green energy initiatives on Indigenous lands and livelihoods. We also highlight specific cases, such as the expansion of nickel mining in Kabaena and its impact on the Bajau Indigenous Peoples and the dispossession and threats faced by the Cek Bocek Indigenous Peoples in Sumbawa. We have also received allegations of the exclusion of Indigenous communities from conservation efforts, affecting their territories, lands and resources. Additional concerns include the criminalization of Indigenous land defenders and the existential threats faced by Indigenous Peoples in isolation.

Information received updated concerning allegations of the severe environmental, climate and human rights impacts as well as a systematic pattern of oppression and human rights violations against environmental human rights defenders in Uganda in relation with the East African Crude Oil Pipeline (EACOP) and the Tilenga and Kingfisher Projects. According to the information received these include at least 129 alleged arrests and detentions; the incommunicado detentions and ill-treatment of multiple environmental human rights defenders, including recurrent arrests and detentions; and forced disappearances; the forced eviction of more than 42 communities; and widespread judicial harassment. These attacks and threats appear to be directly related to the legitimate human rights activities of the environmental human rights defenders, especially their defence of the right to a clean, healthy and sustainable environment. Reports indicate that such alleged pattern of human rights violations has been ongoing since at least 2022 and persists to this date.

Information received concerning the alleged demolition and burning, including at night, of thousands of homes and structures in the waterfront settlements of Ayetoro and Oko Baba, which have left at least 3,000 people displaced and homeless, with no access to services or livelihood opportunities. The demolitions were carried out without prior notice and consultation with the affected communities, and without the provision of alternative housing solutions or emergency shelters. Information received also points to imminent demolitions to affect neighboring settlements in the same area. Cases of forced evictions and demolition of informal settlements in the Lagos State, without prior notice or consultation and without the provision of alternative adequate housing, were raised in previous communications from Special Procedures mandate holders, namely NGA 4/2016 of 14 November 2016, NGA 1/2015 of 8 October 2015, NGA 1/2013 of 26 February 2013, and NGA 3/2012 of 3 August 2012. We regret to note that, while replies have been received to some of these communications, the concerns raised were not adequately addressed, and demolitions have continued exposing communities living in vulnerable situations to compounded hardships.

Mr. Manohar Pegu and Mr. Ritupan Pegu are human rights defenders, members of the Greater Kaziranga Land and Human Rights Committee (GKLHRC). The GKHLRC was established in 2021. It is a large group with members in more than 100 villages around the area of Kaziranga National Park and Tiger Reserve, a UNESCO World Heritage Site. The group aims to protect the biodiversity of the park and the land rights of the people living in the vicinity of it, including indigenous Adivasi peoples.

Información recibida en relación con la crisis humanitaria y ambiental que padece el pueblo Raizal de las islas de Vieja Providencia y Santa Catalina, pertenecientes al Archipiélago de San Andrés, Providencia y Santa Catalina, tras el paso de los huracanes Eta e Iota en noviembre de 2020. Casi dos años después del paso y daños causados por los huracanes, la población de la isla de 5000 personas, de la cual 4500 indígenas Raizales, sigue necesitando urgentemente ayuda para el restablecimiento de todas sus necesidades básicas afectadas, como: alojamiento, atención sanitaria, agua, saneamiento y alimentos. Los esfuerzos de reconstrucción del Gobierno, se están llevando a cabo sin tomar en cuenta las aspiraciones y las recomendaciones del pueblo raizal y de sus autoridades, ignorando su forma de vida y sus costumbres, así como el clima de las islas. Debido a la insuficiente adecuación de las nuevas viviendas a las condiciones climáticas de las islas, la situación queda crítica y conlleva el riesgo que las personas interesadas se desplacen de nuevo y se queden sin hogar cuando golpee el próximo huracán. Además, la prioridad acordada a las necesidades militares y de desarrollo económico sobre la satisfacción de las necesidades inmediatas de la población en términos de vivienda, alimentos, agua potable y saneamiento, y un medio ambiente limpio, significa una presión importante sobre el espacio vital de los Raizales que afecta negativamente su autodeterminación, sus derechos culturales y su derecho al desarrollo, con graves repercusiones sobre su sobrevivencia en tanto que pueblo.

Information received concerning ongoing forced evictions and demolitions of as many as 12,000 homes, affecting up to 96,000 people, mostly along two of Karachi’s nullahs (watercourses) - Gujjar and Orangi nullah, carried out in an intransparent manner without any consultations with the affected populations, with little to no notice to the affected residents, with no regard for different degrees of tenure they may hold, and with disparate provisions for redress and compensation. Despite recent stop orders issued by the High Court of Sindh, demolitions continued to take place, including of buildings the owners of which hold valid land leases. Following a Supreme Court of 14 June 2021 dismissing earlier interim stay, injunction and status quo orders, there are reports that demolitions are again underway in Gujjar and Orangi nullahs.These ongoing actions are resulting in irreversible forced displacement of large populations of people, putting them at risk of extreme poverty, homelessness and threatening public health during the global Covid-19 pandemic.

Information received concerning policies to deport undocumented Haitian migrants and to eradicate informal settlements known as “shanty towns” inhabited primarily by persons of Haitian origin or descent without any consultations or alternative accommodation provided to the affected minority and migrant communities. These policies have not taken into account the extreme vulnerability of the Haitian communities in the wake of category 5 Hurricane Dorian, which hit the Bahamas in September 2019, as a result of which many lost their lives, possessions, savings, personal documentation and jobs. Undocumented Haitian migrants are being deported in violation of the principle of non-refoulement, without individual assessments and due process guarantees, while informal settlements are being targeted for destruction without any consultation with their residents or the provision of adequate alternative housing. In April 2021, the authorities started an operation aiming to demolish around 600 newly-reconstructed homes in two adjacent informal settlements known as the Farm and the Farm Road on Abaco island, which will displace up to 2,000 persons (approx. 600 families), many of them women and children.

Alleged imminent eviction of approximately 40 Roma households residing in the informal settlement of Grmec in Zemun, Belgrade. According to the information received, most of these families, estimated between 200 and 250 people, many of them internally displaced from Kosovo, have been residing in the settlement since 1999, though most of them have not been able to officially register as residents of Belgrade. Among the residents at risk of imminent eviction there are a high number of children, including at least four infants, as well as two pregnant women. No alternative accommodation or resettlement plan has been offered to them. These 40 families face immediate eviction from their homes due to an eviction order issued on 7 July 2015 by the Construction Inspectorate of the Municipality of Zemun.

Allegations of ongoing attacks against persons with albinism resulting in death or severe maiming, and of lack of adequate protection. According to the information received, persons with the genetic condition of albinism are being targeted in brutal, ritualized attacks for the harvesting of their body parts throughout the territory of the United Republic of Tanzania. It is reported that at least 139 attacks took place throughout Tanzania between 2007 and 2014. Investigations, prosecutions and sentencing concerning cases involving attacks against persons with albinism are extremely rare. It is further reported that when legal proceedings do occur, due process is typically not afforded to the victims, whose testimony is usually not considered, and who are not provided with legal assistance. Furthermore, persons with albinism living in State institutions are subjected to inhumane living conditions and treatment. Children in particular are allegedly subjected to severe mistreatment in the form of physical abuse and sexual violence. Alleged arbitrary arrest and detention of three human rights activists. According to the information received, on 13 March 2014, Ms. Balendran Jayakumari, a human rights activist working on the issue of enforced disappearances in Sri Lanka, and her 13-year-old daughter, were arrested in Kilinochchi by soldiers on suspicion of sheltering a fugitive. A 16-day detention order was subsequently issued against Ms. Jayakumari under the Prevention of Terrorism Act (PTA), and her daughter was handed to a childcare institution. Ms. Jayakumari was reportedly physically assaulted by the soldiers. On 16 March, Mr. Ruki Fernando and Rev. Praveen Omi, two human rights defenders, were arrested by officers from the Terrorist Investigation Division in Kilinochchi while looking into the arrests that were made on 13 March. They were detained and questioned under the PTA and afterwards transferred to Vavunia, and then Colombo, for further questioning. On 19 March, both men were released without condition. Reportedly, the police announced that Mr. Fernando, and possibly Rev. Praveen Omi, will be the subject of further investigations. Serious concerns are expressed that the arrest and detention of Ms. Jayakumari, Mr. Fernando and Rev. Praveen Omi may be linked to their legitimate human rights activities.

Alleged acts of intimidation and reprisals, including death threats, directed against human rights defenders. According to the information received, members of the National Fisheries Solidarity Movement (NAFSO) have been the subject of acts of intimidation and reprisals, including in some instances in connection with the visit of the United Nations High Commissioner for Human Rights, Ms. Navanethem Pillay, to Sri Lanka from 25 to 31 August 2013. Serious concern is raised about allegations that some of the harassment was carried out by self-identified police personnel. Grave concern is also expressed that in some cases, members of NAFSO might have experienced acts of reprisals for cooperating or trying to cooperate with the United Nations, including its mechanisms and representatives in the field on human rights.

Presunto patrón de asesinatos, ataques, y amenazas de muerte y allanamientos, perpetrados por grupos armados ilegales en contra de defensores de derechos humanos trabajando en conexión con el proceso de restitución de tierras en el país. Según la información recibida, los Sres. Hermes Enrique Vidal Osorio, Ever Cordero Oviedo y Giraldo Antonio Padilla Ortega habrían sido asesinados y el Sr. Bruno Federico habría sufrido un ataque y actos de intimidación. Se expresa seria preocupación por las alegaciones recibidas indicando que las violaciones en su contra pudieran estar relacionadas con su trabajo en conexión con el proceso de restitución de tierras.

Alleged arbitrary detention of a Rohingya Muslim community leader and human rights defender in relation to a population verification exercise in Rakhine State, Myanmar. According to information received, on 26 April 2013, Mr Kyaw Hla Aung was held in police custody for questioning in relation to protests against the population verification exercise and for supporting a movement aiming to create a Rohingya State.

Alleged lack of adequate housing for a large number of victims of an earthquake that shook north-western Iran on 11 August 2012. According to the information received, a large number of people still lived under tents over four months after an earthquake shook north-western Iran, East Azerbaijan province, on 11 August 2012. At least 399 villages were affected by the earthquake. Over 100,000 persons - mostly ethnic Azerbaijani Turks - were reportedly offered shelter in the weeks following the earthquake. As winter settled, many of those affected were reportedly still living under tents, unprotected from the cold. The extent of Government support to those affected, in particular housing reconstruction, is unclear and has been reported to be slow.

Alleged arbitrary arrest and detention and lack of access to food, water and adequate housing and other alleged human rights violations of migrant workers in Thailand in the context of the flood crisis. According to information received, migrant workers working and living in Thailand have been arrested and detained for travelling outside of their permitted areas of work or for lack of identification documents as they have escaped flooded areas to seek shelter, reunite with relatives, or return to their countries of origin. Many of the arrests and detention have allegedly occurred in Mae Sot, Tak Province, at the border with Myanmar. Reports of lack of access to food and water for migrants whilst in detention or in certain areas due to migrant workers being excluded from distribution of food and other essential items according to house registration records have also been received. It is further alleged that migrant workers have been denied access to emergency shelters as some facilities have allegedly been open to Thai citizens only, whilst other shelters have required the holding of a recommendation or certificate from the Ministry of Labour. According to information received, migrant workers have furthermore had difficulties in accessing assistance due to poor or little access to information. Deportation of migrants from Thailand to Myanmar have also been reported which could be in violation of the obligation of non-refoulement.
