Información recibida en relación con un supuesto patrón de persecución política y judicial –con fines de represalia- así como actos de hostigamiento en contra de antiguas autoridades, líderes políticos y sociales vinculados al Movimiento al Socialismo (MAS), desde el establecimiento del actual Gobierno. Así, funcionarios de alto nivel del nuevo Gobierno anunciaron que habían presentado demandas judiciales contra antiguas autoridades y otros individuos relacionados con el MAS, especialmente por sedición, terrorismo, incumplimiento de deberes y otros delitos. En particular, el día 13 de noviembre del 2019, el actual Ministro de Gobierno habría declarado que el Gobierno habría ido a la “cacería” del Ministro de Presidencia. Varios de los casos impulsados por el Ministerio Público nacerían de denuncias presentadas o promovidas por las actuales autoridades.

Information received concerning the Race Discrimination Ordinance (RDO). Of the four anti-discrimination ordinances in Hong Kong, the RDO is the only one of limited scope; unlike the other ordinances, the RDO does not apply to all government functions and powers. We are concerned that these government exemptions to RDO undermine the right to equality before the law, limit the scope of protection, permit discrimination on the basis of race, ethnicity and national origin, and impede racial and ethnic minorities’ access to justice.

Information received concerning conditions of detention of Mr. Mustafa Kassem, a dual citizen of the Arab Republic of Egypt and the United States of America, that may have led to his death on 13 January 2019. It is alleged that Mr. Kassem was a diagnosed diabetic with a serious heart condition, but that Your Excellency’s government failed to provide him with the medical care required to manage this condition during his seven years of imprisonment, following his unlawful arrest and prosecution under dubious charges. It is further alleged that Mr. Kassem’s conditions of detention, deliberate denial of health care, and beatings potentially constitute torture or cruel, inhuman or degrading treatment and may have caused his death.
