Information received concerning arbitrary detention and severe torture while in police custody of Magomed Magomedov, a resident of Dagestan, arrested on 20 January 2024 on suspicion of illegal manufacture of firearms. Following his arrest, he spent 72 hours in police custody without access to a lawyer and was reported to have been subjected to severe torture by beatings, electric shocks, and rape with a broomstick.

Information received concerning (1) the proscription of the direct action protest movement Palestine Action as a terrorist organization under section 3 of the Terrorism Act 2000; (2) mass arrests and criminal charges by UK authorities in relation to alleged support for Palestine Action since its proscription; and (3) the unlawful exercise of police powers against protesters who were not supporting or identifying with Palestine Action but were simply protesting in relation to violence in Palestine.

Information received concerning the death penalty against Mr. Shahzad Masih, Mr. Qaiser Ayub and Mr. Amoon Ayub for blasphemy, despite a reported failure by the Prosecution to present proof beyond reasonable doubt and that the crime does not meet the threshold of “most serious crimes” as required under international law when the death penalty is imposed.

Informations concernant la situation des magistrats en Tunisie, lesquels semblent continuer à faire l'objet d'une répression et d'un harcèlement judiciaire croissants. Je souhaite souligner en particulier les entraves rencontrées par M. Hammadi Rahmani, M. Béchir Akremi, et M. Youssef Bouzakher dans l’exercice de leur profession, ainsi que les informations reçues rapportant des arrestations, actes de torture et harcèlement de juges, en raison de l’exercice de leur droit à la liberté d’expression, à la liberté de réunion pacifique et à la liberté d’association. Je voudrais également attirer votre attention sur le cas de M. Mourad Messaoudi, qui ferait l'objet de poursuites pénales, alors que son immunité judiciaire n'aurait pas été levée.

Information received concerning (1) an order reportedly signed by the United States President in August 2025 authorizing the U.S. Department of Defense to use military force, in foreign territory or international waters, against Latin American drug cartels recently designated by the U.S. Government as foreign terrorist organizations; and (2) the apparent U.S. military operation targeting a vessel carrying 11 people in international waters, allegedly for carrying illicit narcotics from Venezuela towards the U.S.. We are concerned that these measures may involve serious violations of the right to life under international human rights law, and potentially of other international obligations.

Information received concerning the actual and potential adverse human rights impacts of a critical mineral sands development project in South-West Madagascar – the Base Toliara Project – operated by Base Resources, owned by United States-based Energy Fuels Inc. Energy Fuels’ main investors BlackRock Inc., Alps Advisors Inc., are both based in the United States, and Mirae Asset Global Investments, is based in the Republic of Korea. The Base Toliara Project would encroach on the lands of communities, and as a result those communities members may loose their lands and livelihoods as they fully depend on these lands and natural resources. The project would also pose severe environmental threats that impact local livelihoods and health. Public protests from local communities against the project have been reportedly violently suppressed, resulting this year in the killing of three people on 23 March 2025 and the detention of twenty others from March to May 2025.
