Information received concerning the protests, strikes and social distress that occurred in Angola in July 2025. According to the information received, there was indiscriminate use of force against peaceful protestors, including lethal force that resulted in hundreds of injured people and the death of several individuals; the arbitrary detention of peaceful protestors, bystanders, journalists and individuals that were not directly involved in the protests; and the harassment and persecution of human rights defenders during and after the incidents. This information raises concerns regarding the full implementation of your Excellency’s Government’s obligations to respect and protect the rights and fundamental freedoms under international human rights law, in particular articles 7, 9, 19 and 21 of the International Covenant on Civil and Political Rights (ICCPR).

Concern regarding the Draft Law on the Agencija za nacionalnu bezbjednost (ANB) (henceforth: the Draft Law), which your Excellency’s Government adopted on 23 June 2025, and has been discussed in Parliament, but as I understand, has now been withdrawn from the Parliamentary procedure until further notice. I am particularly concerned by Articles 13, 15 and 18 of the Draft Law, which appear to give the ANB a broad range of powers relating to the collection and monitoring of information from legal and state entities, and individuals, as such without adequate judicial oversight, which may contravene Montenegro’s obligations under international human rights law.

Faisal Ahmed Mohamed Radwan, Al-Taher Mohamed Abdulaziz Masood, Ibrahim Yehia Ibrahim Mohamed Abuhag, Mostafa Awany Ali Soliman, Mahmoud Salah Mohamed Abulfad, Asser Mohamed Zahr Al-Deen Abdulwarth, Essam Ahmed Mahmoud Al-Hadad, Gehad Essam Ahmed Mahmoud Al-Hadad, Anas Mohamed Mohamed Ibrahim Al-Beltagy, Mostafa Gamal Awad El Sayed, Mohamed Osama Mohamed El Desouky Abu El Ata, Abdelfatah Zaky Elbastawisy Elseidy, Hisham Jaafar, Hossam Othman, and Tawfiq Ghanem. Their cases have allegedly involved arbitrary detention, enforced disappearance, torture and ill-treatment in detention, and denial of both due process and a fair trial (including double jeopardy), in apparent violation of Egypt’s obligations under international human rights law, including the International Covenant on Civil and Political Rights (ICCPR) and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT).
