Preocupaciones relativas a: (i) los artículos 366 y 367 del Código Orgánico Integral Penal (COIP); (ii) la Ley Orgánica de Inteligencia (en adelante, “Ley de Inteligencia”), adoptada por la Asamblea Nacional el 10 de junio de 2025 y publicada en el Registro Oficial el 11 de junio de 2025; (iii) los Decretos Ejecutivos Nos. 730 y 111, de 3 de mayo de 2023 y 9 de enero de 2024, respectivamente; y (iv) los decretos ejecutivos mediante los cuales se han prorrogado sucesivamente los estados de excepción.
