Information received concerning the military strikes conducted by the United States Armed Forces on Iran on 22 June 2025, following strikes on Iran by Israel on 13 June 2025. These strikes, which reportedly targeted Iranian nuclear facilities, raise grave questions about compliance with fundamental obligations under international law, including the prohibition on the use of force, non-intervention, respect for State sovereignty, the international crime of aggression, and international human rights law. We are gravely concerned at the threats of additional escalation, including the further targeting of nuclear facilities, which could lead to devastating consequences for human rights, in particular for the rights to life, security of person, health and a healthy environment.

Information received concerning the arms being transferred by and/or with the support of United States to Israel after 7 October 2023, granting direct military aid to Israel, issuing new arm exports licenses, and failing from reviewing the risks assessment of existing ones against the new circumstances. Those arm transfers would contribute to disproportionate attacks on Gaza by the Government of Israel, which could amount to gross violations of international humanitarian law and human rights. Furthermore, the information suggests that United-States-based defense businesses, notably Boeing, Caterpillar, General Dynamics, RTX, Oshkosh, Northrop Grumman and Lockheed Martin have continued transferring weapons to Israel during this time, with the facilitation of the Government, without conducting heightened human rights due diligence, hence fueling violence and human rights violations. In addition, United States-based companies are investing in the listed defense companies exporting arms to Israel, including Bank of America, BlackRock, Capital Group, Causeway Capital Management LLC, Citigroup, Fidelity Management & Research Co. LLC, INVESCO Ltd., JP Morgan Chase, Harris Associates LP ,Morgan Stanley & Co. LLC, Newport Group, Inc, Raven'swing Asset Management, Inc., State Farm Mutual Automobile Insurance, State Street Corporation, The Vanguard Group, Inc., Wells Fargo & Company, Wellington Management Co. Information received concerning the transfer of arms and ammunition by and/or with the support of the United Kingdom to Israel after 7 October 2023, including the failure to adequately review the risk assessments for existing licenses in light of the new circumstances. The transfer of arms and ammunition is likely to have enabled deliberate, disproportionate and indiscriminate attacks in Gaza by the Israeli military, which has resulted in extraordinary loss of life and serious injury, the widespread destruction and damage of homes, the destruction of vital food and water infrastructure, health, education, and justice facilities, and other catastrophic impacts and human rights violations. Such actions may amount to serious violations of international human rights, international humanitarian law and international criminal law. Furthermore, the information suggests that United Kingdom-based defense businesses, notably BAE Systems, have continued transferring weapons to Israel, with the facilitation of your Excellency’s Government, without conducting adequate heightened human rights due diligence. These businesses would become accomplices in such violations, as they are knowingly providing assistance to Israel for actions amounting to serious violations of human rights and international humanitarian law and making profit out of such assistance. Transfers have also continued despite Israel failing to implement the United Nations Security Council’s demand for a ceasefire in Gaza and the International Court of Justice order requiring Israel to take all necessary measures to avoid a plausible risk of genocide occurring in Gaza.

Information concerning difficulties encountered in establishing a durable flow of vital medical supplies to Iran in the context of U.S. sanctions against the country; and particularly the reluctance of key parties to be involved in the supply despite the exemptions that are supposed to allow humanitarian goods to be shipped to Iran. This reluctance, due to substantial overcompliance with the sanctions, has impeded the establishment of lasting arrangements for procuring and shipping medical supplies to Iran, forcing a shift toward ad hoc arrangements that add complexity, time, costs and uncertainty to the supply process, which negatively impact the right to health and right to life of patients for whom the supplies are destined.

Information received the excessive and lethal use of force against protesters amid large scale daily demonstrations since 16 March 2022 that started in Colombo city and spread to other areas in Sri Lanka, in response to fiscal mismanagement of the debt crisis rising inflation, shortages of fuel and essential goods and prolonged power cuts as a result of a scarcity of foreign exchange. We would like to bring further attention to reports we’ve received on the subsequent arrests and arbitrary detention of peaceful protesters, human rights defenders, activists and journalists, seemingly for the legitimate exercise of their rights to freedom of peaceful assembly and of association, as well as to freedom of expression and of opinion.

Information received concerning the statement on “Two-Pillar solution to address tax challenges arising from the digitalization of the economy” [hereafter- Two Pillar Solution], agreed upon on 8 October 2021, under the OECD/G20 Inclusive Framework Base Erosion and Profit Shifting Project (BEPS). Concerns have been raised about the scope and contents of the announced agreement. Among those concerns, several low and middle-income countries consider that the agreement does not respond to their needs and would diminish their fiscal space, especially at a time when countries are seeking to recover from the crisis resulting from the Covid-19 pandemic. In turn, the Two Pillar Solution would negatively affect their ability to meet the needs of their populations and thus to realize human rights, particularly economic, social and cultural rights, and the right to development.
