Information received concerning the proposed proscription of Palestine Action as a terrorist organization under section 3 of the Terrorism Act 2000. We are concerned that because the definition of terrorism under United Kingdom law exceeds best practice international standards, such designation would overclassify as terrorism conduct that may amount to criminal damage to property but is not genuinely terrorist in character. It would also unjustifiably infringe the human rights of many people involved with Palestine Action who do not engage in any criminal activity or damage to property, including freedoms of expression, association and assembly and the right to participate in public affairs. Information received concerning ongoing forced evictions, expropriations and home demolitions in Samarkand in an area protected under the UNESCO World Heritage, adjacent to the Abu Mansur al-Maturidi mausoleum and the Chokardiza cemetery. The housing demolitions affect 220 residential and non-residential buildings in the area and 5 further residential and non-residential buildings in the Dahbed settlement of Akdarya district, mainly inhabited by members of the Multoni or Mughat Roma community, as well as of the Tajik minorities. Information received concerning the reported deliberate attack by the Israeli Defense Forces (IDF) on 23 March 2025, against civilian medical and emergency personnel, killing fifteen (15) individuals protected under international humanitarian law (IHL), including: eight (8) members of the Palestine Red Crescent Society (PRCS): Mr. Ashraf Abu Labda, Mr. Raed Al-Sherif, Mr. Refaat Radwan, Mr. Saleh Moammar, Mr. Ezzeldin Shaat, Mr. Mohamed Al-Hila, Mr. Mohamed Bahlul, and Mr. Mostafa Khafaga, six (6) members of the Palestinian Civil Defense, and one (1) United Nations staff member, Mr. Kamal Abdullah Shahtout. The PRCS health workers were on duty wearing and travelling in vehicles clearly marked with protective emblems. Autopsy reports of the eight victims from the PRCS, whose bodies were recovered from a makeshift mass grave on 30 March 2025 – one week after the incident – along with witnesses’ accounts and a forensic analysis of video footage from the event, provide conclusive evidence indicating that the killings were intentional and therefore amount to crimes under international law. After the killings, those responsible buried the bodies of the victims in an unmarked mass grave, destroyed and also buried their vehicles in an attempt to conceal the evidence of the attack. Furthermore, one PRCS volunteer, Mr. Mundhir Abed, was arrested, detained at the site of the attack and reportedly tortured before his release 12 hours later. Another PRCS paramedic, Mr. Asaad Al Nassasrah, was detained during the attack, forcibly disappeared by the IDF and subjected to torture and other forms of ill-treatment until his release on 30 April 2025. Information received concerning new allegations of grave violations of the rights of Indigenous Peoples and of other affected communities near or inside Ruaha National Park (RUNAPA) in Tanzania, in the Great Ruaha River Basin. Alleged human rights violations include the threat of forced evictions, involuntary resettlement, prohibition of access to farm and grazing lands, cattle seizure, excessive use of force, enforced disappearances, and extrajudicial killings by Tanzania National Parks Authorities (TANAPA). RUNAPA was one of the parks involved in the Resilient Natural Resource Management Tourism and Growth (REGROW) project, which was funded by the World Bank with the aim of developing protected areas to increase tourism in southern Tanzania.
