Informations que nous avons concernant des violations flagrantes des droits humains et des violations graves du droit international humanitaire qui ont été signalées en rapport avec les activités du Groupe Wagner et/ou de l'Africa Corps aux côtés des Forces armées maliennes (FAMa). Il s'agit notamment d'exécutions extrajudiciaires et d'autres meurtres, de détentions arbitraires, de disparitions forcées, de ciblage de communautés minoritaires, y compris des actes de torture ou d’autres peines ou traitement cruel, inhumain ou dégradant ainsi que de pillages et de destructions de biens généralisés et systématiques. Nous voudrions rappeler que par le passé, les titulaires de mandat ont déjà attiré l'attention du Gouvernement de votre Excellence sur les entreprises militaires menées par le Groupe Wagner et les FAMa (MLI 3/2022, MLI 2/2025). De plus, nous rappelons que par le passé, plusieurs titulaires de mandat ont formulé des recommandations concernant les mesures antiterroristes au Mali et ont encouragé le Gouvernement de votre Excellence à veiller à ce que ces mesures soient conformes au droit international des droits humains et au droit international humanitaire (MLI 1/2023).

Information received concerning the alleged enforced disappearance and arbitrary detention of essential healthcare workers in Gaza, who were reportedly arrested at their workplaces, homes or while passing through military checkpoints. Since the outbreak of the military assault on Gaza in October 2023, estimates indicate that over 250 healthcare workers have been detained by the Israeli Defence Forces, with almost 150 remaining in custody. The fate and whereabouts of many of them remain unknown. At least 70 detainees have reportedly died in custody, including four medical professionals and healthcare workers (Dr. Adnan Al Bursh, Dr. Iyad Al Rantisi, Dr. Ziad Al Dalou and Mr. Abu Hamdan Anaba). Furthermore, and according to information received, detainees are allegedly held in conditions that do not conform with international standards on humane and dignified treatment, while there continue to be serious and multiple reports of torture and other cruel, inhuman or degrading treatment or punishment, including physical, psychological, and sexual violence, medical neglect, and starvation.
