Information received concerning the Penal Bill (Amendment – Death Penalty for Terrorists), 5783 2023 (“Bill”), the first reading of which was passed by the Knesset in November 2025. We are concerned that the Bill is inconsistent with Israel’s obligation to protect the right to life under article 6 of the International Covenant on Civil and Political Rights, ratified by your Excellency’s Government in 1991, and related provisions including the prohibition on torture and other cruel, inhuman or degrading treatment or punishment (article 7, ICCPR as well as articles 1, 2 and 16 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or punishment, also ratified by Israel in 1991), non-discrimination and equality (articles 2(1) and 26 of the ICCPR), fair trial (article 14 of the ICCPR), legality (article 15 of the ICCPR) and the right to an effective remedy (article 2(3) of the ICCPR).

Information received concerning the removal of Venezuelan nationals by U.S. authorities to the Centro de Confinamiento Contra el Terrorismo (Terrorism Confinement Center - CECOT) and other penitentiary facilities in El Salvador, followed by their subsequent transfer to Venezuela. These removals reportedly involved individuals with pending asylum claims, as well as persons with serious health conditions, psychosocial disabilities or mental health disorders, requiring specialised care. We further express concern regarding the imminent removal of asylum seekers, including human rights defenders and political dissidents, from the United States to their country of origin or to a third country, which may place them at risk of serious human rights violations.

Information received concerning an alleged pattern of legislative, judicial, and administrative measures that allegedly target the Estonian Orthodox Church (EOCC), its canonical leadership, and its adherents. These measures include: (i) the Tallinn Administrative Court’s judgment of 15 May 2025 (Case No. 3-24-3426), (ii) the adoption of the Churches and Congregations (Amendment) Act on 18 June 2025, and (iii) public statements by senior officials, such as the Minister of the Interior on 22 May 2025. These developments appear to constitute a policy of institutionalized religious discrimination, collective punishment, and the misuse of national security and counter-terrorism frameworks to suppress peaceful religious practice and canonical identity.

Información recibida en relación con la deportación de ciudadanos venezolanos por parte de autoridades de los Estados Unidos hacia el Centro de Confinamiento del Terrorismo (CECOT) y su posterior traslado a Venezuela. Según se informa, estas deportaciones se habrían llevaron a cabo sin una evaluación individualizada de los riesgos personales a los que se enfrentaban los deportados, incluidos aquellos que solicitaron protección internacional como solicitantes de asilo. Expresamos nuestra profunda preocupación por la aparente falta de acceso a recursos legales efectivos durante su estancia en El Salvador, lo que les privó de una oportunidad significativa para impugnar la legalidad de su detención y deportación. Además, nos alarman los informes que indican un deterioro progresivo del espacio cívico, que afecta especialmente a las organizaciones de la sociedad civil que han tratado de supervisar, intervenir o acompañar estos procesos de deportación.

Information received concerning the proposed proscription of Palestine Action as a terrorist organization under section 3 of the Terrorism Act 2000. We are concerned that because the definition of terrorism under United Kingdom law exceeds best practice international standards, such designation would overclassify as terrorism conduct that may amount to criminal damage to property but is not genuinely terrorist in character. It would also unjustifiably infringe the human rights of many people involved with Palestine Action who do not engage in any criminal activity or damage to property, including freedoms of expression, association and assembly and the right to participate in public affairs.

Information received concerning recent deportations of Venezuelan and Salvadoran nationals from the United States to El Salvador, particularly those carried out under the Alien Enemies Act. We are concerned that the deportations and related detentions were not consistent with international human rights law, including the prohibitions on unlawful or arbitrary expulsion, freedom from arbitrary detention, the right to due process in the expulsion of migrants and asylum seekers, the right to family life and the rights of children, the obligation of non-refoulement, the prohibition on enforced disappearance, and the requirement of humane conditions of detention . We are also concerned about the designation of organized criminal groups such as the Tren de Aragua as terrorist organizations, and threats to the independence and authority of U.S. judges, and to the professional work of immigration lawyers, in cases where the deportation measures are being challenged. We are extremely alarmed by the imminent prospect of further deportations, in violation of international law. We urge your Excellency’s Government to review these laws, policies and practice to ensure that any measure taken complies with international human rights law and standards.

Información recibida sobre las recientes deportaciones de extranjeros a El Salvador desde los Estados Unidos, en particular las realizadas en virtud de la Ley de Enemigos Extranjeros. Nos preocupa que su detención en El Salvador no sea compatible con el derecho internacional de los derechos humanos relativo a la libertad frente a la detención arbitraria, la prohibición de desaparición forzada y la revisión judicial de la detención, el requisito de condiciones humanas de detención, la libertad frente a la tortura y otros tratos o penas crueles, inhumanos o degradantes, y la prohibición de las desapariciones forzadas. También nos preocupa el riesgo de devolución de algunos nacionales venezolanos a Venezuela, en violación del derecho internacional. Information received the excessive and lethal use of force against protesters amid large scale daily demonstrations since 16 March 2022 that started in Colombo city and spread to other areas in Sri Lanka, in response to fiscal mismanagement of the debt crisis rising inflation, shortages of fuel and essential goods and prolonged power cuts as a result of a scarcity of foreign exchange. We would like to bring further attention to reports we’ve received on the subsequent arrests and arbitrary detention of peaceful protesters, human rights defenders, activists and journalists, seemingly for the legitimate exercise of their rights to freedom of peaceful assembly and of association, as well as to freedom of expression and of opinion.

Alleged threatening and intimidating statements made against the members of a human rights organization for the exercise of their rights to freedom of association and freedom of expression, as well as their human rights work. According to the information received, on 28 March 2016, Government officials stated that Israel should make “targeted civil eliminations” against members of Palestinian Rights, Boycott, Divestment and Sanctions (BDS), a human rights network, and that it is considering revoking the citizenship of some of BDS’ members, including Mr. Omar Barghouti. Grave concern is expressed at the physical integrity of the members of BDS, as well as the broader impact of the above allegations on human rights defenders, civil society and the legitimate exercise of the right to freedom of association and freedom of expression.

Alleged non-compliance of the draft national anti-terrorism law with a number of provisions of the International Covenant on Civil and Political Rights. According to the information received, on 2 July 2015, the Egyptian State Council approved a number of amendments to the Egyptian anti-terrorism law. The draft law should enter into force after the President approves it. The amendments were reportedly introduced after the killing of the prosecutor general in a car bomb attack in Cairo on 29 June 2015, and a number of simultaneous attacks launched on several checkpoints in North Sinai, in early July 2015. Reportedly several proposed provisions of the draft anti-terrorism law would be incompatible with Egypt’s international human rights obligations, particularly as they arise from Articles 2, 4, 6, 7, 9, 10, 12, 14 to 22 and 26 of the Covenant.

Alleged adoption by the Parliament of Ukraine of a resolution requesting derogation from certain rights protected by the International Covenant on Civil and Political Rights and the European Convention for the Protection of Human Rights and Fundamental Freedoms. According to the information received, the resolution, entitled “On the Approval of the Notification of Ukraine about the Derogation from Certain Obligations Determined by the Convention for the Protection of Human Rights and Fundamental Freedoms and the International Covenant on Civil and Political Rights”, mentions derogations of State obligations in relation to the rights to liberty and security, fair trial, effective remedy, respect for private and family life, and freedom of movement, including the right to choose one’s residence. The derogation would reportedly significantly lower the level of human rights protection in certain districts of the Donetsk and Luhansk regions.

Allégations de torture d’un citoyen italien d’origine marocaine, dans le cadre du programme de détention secrète, transfert et torture mis en place par la Central Intelligence Agency des États-Unis après le 11 septembre 2001. Selon les informations reçues, M. Abou Elkassim Britel aurait été maintenu en détention secrète au Pakistan et au Maroc, avec la complicité présumée des autorités italiennes, ainsi que la complicité du Portugal, sous la forme de soutien logistique au programme de transfert, entre mars 2002 et avril 2011. Au cours de cette période, M. Britel a été soumis à de la torture et à des mauvais traitements, sans accès ou avec des obstructions à l’accès, à sa famille ou à des avocats, et n’a pas été présenté devant un tribunal dans un délai raisonnable. À ce jour, il semble qu’aucune enquête n’ait été ouverte en ce qui concerne les faits allégués et aucune réparation ou réhabilitation psychologique au médicale adéquate ne semble avoir été apportée à M. Allegations concerning the lack or insufficiency of investigations carried out into the 1 September 2013 attack on Camp New Iraq, and previous attacks on Camp New Iraq, and later Camp Liberty. According to the information received, no information is available concerning the proceedings and results of the investigations of the police committee into the 1 September 2013 attack on Camp New Iraq. Also, none of the perpetrators of this attack have been identified and brought to justice. There is no available information concerning the whereabouts of the seven residents that were allegedly abducted during this attack: Ms. Mahnaz Azizi, Ms. Vajihe Karbalaey, Ms. Fatehma Sakhie, Ms. Fatemah Tahoori, Ms. Lila Nabahat, Ms. Zahra Ramezany, and Mr. Mohammad Ratebi. No investigations appear to have been carried out in connection with the attacks of 28-29 July 2009, 8 April 2011, 9 February 2013 and 26 December 2013 against the residents of Camp New Iraq, nor have the perpetrators been brought to justice. Concern is raised about the vulnerability of its residents to further attacks, especially in the context of the recent upsurge in fighting in the country. The attacks of 28-29 July 2009 were the subject of a previous communication sent on 1 October 2009, see A/HRC/14/20/Add.1, para 150. The 28-29 July 2009 and the 8 April 2011 attacks on Camp New Iraq were the subject of another communication sent on 15 April 2011, see A/HRC/18/51, case no. IRQ 1/2011. According to the information received, the Government of India granted concessions to the multi-national steel corporation, Pohang Iron and Steel Corporation (POSC), based in the Republic of Korea, for the construction of an integrated steel plant and a captive port, which could force up to 20,000 people to leave their homes and land. Sources suggest that the construction of the steel plant would result in serious violations of human rights, including the right to adequate standard of living, food, adequate housing, water and sanitation, health and education.

Alleged restrictions on the right to equitable participation of indigenous peoples in decision-making. According to information received, on 29 February 2012, Bill S-8, entitled ‘Safe Drinking Water for First Nations Act’, was introduced in the Senate. It is alleged that indigenous peoples have not benefitted from effective participation in the decision making process. In particular, it is alleged that the consultation meetings, held by the federal government with indigenous peoples on issues where their consent were needed, failed to allow for the effective participation of First Nation communities.
