We are concerned that onerous notice requirements, insurance obligations and restrictive administrative practices relating to public assemblies may impose disproportionate and undue limitations on the right to freedom of peaceful assembly, as protected under article 21 of the International Covenant on Civil and Political Rights (ICCPR), article 11 of the European Convention on Human Rights (ECHR) and the 1998 Human Rights Act.
