Information received concerning the alleged arbitrary detention, sentencing and ill-treatment in prison of Ms. Namkyi. Ms. Namkyi is a woman human rights defender, from a nomadic pastoral family from the Aba (Ngaba) Tibetan and Qiang Autonomous Prefecture, who peacefully expressed support for the Dalai Lama and the freedom and dignity of the Tibetan people.

Información recibida en relación con la situación de los abogados Eduardo Gabriel Masaya Juárez, Claudia González Orellana y Ramón Cadena Rámila, quienes estarían enfrentando procesos penales presuntamente motivados por su ejercicio profesional independiente, su participación gremial o su defensa de derechos humanos. Según los elementos recibidos, dichos procesos presentarían una serie de irregularidades preocupantes que, de confirmarse, podrían formar parte de un patrón más amplio de criminalización contra profesionales del Derecho. En este contexto, nos preocupa que la información recibida pueda constituir una grave vulneración de varias garantías del debido proceso, incluyendo el derecho a ser juzgado por un tribunal independiente e imparcial, así como del derecho al libre e independiente ejercicio de la abogacía.

Informations reçues concernant des mesures criminalisant des activités associées au sans abrisme de rue, telles que la mendicité ou le fait de s'asseoir dans certaines zones, en cours de mise en œuvre aux niveaux national et local au Luxembourg. Il s'agit notamment du projet de loi 8418 sur la « mendicité agressive » et du projet de loi 8426 sur l'« expulsion aggravée », qui prévoient une sanction pénale à appliquer dans certains cas. Ces deux projets sont actuellement examinés par le Parlement.

Information received concerning the budget request for the fiscal year (FY) 2026, presented by the Trump administration on 30 May 2025, as well as other measures being implemented by the Trump administration. The FY26 budget request foresees a 44 percent cut to Housing and Urban Development (HUD) programmes, including a 43 percent cut to rental assistance programmes, as well as cuts to homelessness support and other programmes currently providing funding to persons belonging to vulnerable groups. If approved, the budget may lead to cuts to vital affordable housing, homelessness, and community development programmes, and would impose changes to rental and homelessness assistance that risk leaving more families struggling to afford rent, and at increased risk of homelessness. The Congress is expected to approve a final budget for 2026 by 1 October 2025, marking the beginning of the FY26.

Information received concerning the right to freedom of religion or belief of Tibetan Buddhists, particularly regarding the succession of the 14th Dalai Lama. We are concerned about alleged efforts to interfere in the ‘reincarnation’ of the 14th Dalai Lama and in his role on his succession. We are further concerned about legislation passed by China to assert State control over this process through the 2007 law on ‘Measures on the Management of the Reincarnation of Living Buddhas’ and the 2017 Religious Affairs Regulation. We are also concerned about the continued enforced disappearance of Gedhun Cheokyi Nyima, the 11th Panchen Lama recognised by the 14th Dalai Lama.

Information regarding the continued commission of serious human rights violations against Alawite women and girls in the coastal areas of the Syrian Arab Republic since February 2025 until the present. These violations reportedly include a pattern of targeted abductions, enforced disappearances, and other forms of gender-based violence, affecting women and girls, allegedly on the basis of their Alawite religious identity. Among the multiple cases brought to our attention, we would particularly like to highlight the situation of a number of victims that have been reported to the Ministry of Interior of the Provisional Government of the Arab Republic of Syria and have been registered as cases Nos. 206, 73, 330, and 400, in which women and girls were reportedly kidnapped or forcibly disappeared, with no meaningful investigative steps or protective measures reportedly taken by the transitional government to initiate accountability or prevent further such violations.
