Información recibida en relación con la deportación de ciudadanos venezolanos por parte de autoridades de los Estados Unidos hacia el Centro de Confinamiento del Terrorismo (CECOT) y su posterior traslado a Venezuela. Según se informa, estas deportaciones se habrían llevaron a cabo sin una evaluación individualizada de los riesgos personales a los que se enfrentaban los deportados, incluidos aquellos que solicitaron protección internacional como solicitantes de asilo. Expresamos nuestra profunda preocupación por la aparente falta de acceso a recursos legales efectivos durante su estancia en El Salvador, lo que les privó de una oportunidad significativa para impugnar la legalidad de su detención y deportación. Además, nos alarman los informes que indican un deterioro progresivo del espacio cívico, que afecta especialmente a las organizaciones de la sociedad civil que han tratado de supervisar, intervenir o acompañar estos procesos de deportación.

Information received concerning an alleged pattern of legislative, judicial, and administrative measures that allegedly target the Estonian Orthodox Church (EOCC), its canonical leadership, and its adherents. These measures include: (i) the Tallinn Administrative Court’s judgment of 15 May 2025 (Case No. 3-24-3426), (ii) the adoption of the Churches and Congregations (Amendment) Act on 18 June 2025, and (iii) public statements by senior officials, such as the Minister of the Interior on 22 May 2025. These developments appear to constitute a policy of institutionalized religious discrimination, collective punishment, and the misuse of national security and counter-terrorism frameworks to suppress peaceful religious practice and canonical identity.

Information received concerning the removal of Venezuelan nationals by U.S. authorities to the Centro de Confinamiento Contra el Terrorismo (Terrorism Confinement Center - CECOT) and other penitentiary facilities in El Salvador, followed by their subsequent transfer to Venezuela. These removals reportedly involved individuals with pending asylum claims, as well as persons with serious health conditions, psychosocial disabilities or mental health disorders, requiring specialised care. We further express concern regarding the imminent removal of asylum seekers, including human rights defenders and political dissidents, from the United States to their country of origin or to a third country, which may place them at risk of serious human rights violations.

Entre ellas se encontrarían personas, quienes, de ser retornados a Venezuela, enfrentarían un riesgo fundado de detención arbitraria, malos tratos o incluso tortura, em violación del derecho internacional de los derechos humanos y del derecho de refugiados.

Information received concerning: (1) the implementation of new regulations for international non-governmental organizations (INGOs) since March 2025, allowing the refusal of registration and denial or revocation of visas, and imposing personnel reporting requirements; and (2) the Associations Bill (Amendment—Donation from Foreign State Entity), 2024, introduced before the Israeli Knesset in December 2024, which would impose restrictions on political activity by associations receiving foreign state funding, expand grounds for dissolving their status as associations and increase filing fees for Supreme Court petitions.

Information received concerning allegations of violations against human rights defenders and civil society. In particular we would like to highlight allegations of attempts to prevent the media from reporting live on the peaceful protests on 25 June 2025, of the arrests and arbitrary detention of Mr. Mark Amiani, Mr. Mulingwa Nzau, Mr. Francis Mutunge Mwangi and Mr Boniface Mwangi in connection with these protests, of the deportation of Mr. Martin Mavenjina, and of attacks against a press conference hosted at the Kenya Human Rights Commission.

Concerns received regarding (a) the arrest, detention and acts tantamount to enforced disappearance of at least 221 journalists or former journalists on the basis of various laws, including Myanmar’s 2014 Counter-Terrorism Law (The Pyidaungsu Hluttaw Law No. 23/2014), as unlawfully amended by the military in 2021 and 2023, at least 51 of whom are still detained in prison, including on charges or convictions related to terrorism; (b) the abuse of counter-terrorism legislation to stifle dissent and restrict legitimate activities by journalists and civil society; and (c) vague and overbroad provisions in Myanmar’s 2014 Counter-Terrorism Law and the unlawful amendments of 2021 and 2023 (State Administration Council laws No. 21/2021 and No. 56/2024), and in the counter-terrorism rules unlawfully enacted in March 2023 (Notification No. (239/2023)).
