Information received concerning the significant negative human rights and poverty-related impact arising from recent decisions regarding foreign development assistance, specifically the suspension of USAID funding and related measures (OMB Memorandum M-25-13 and the State Department Notice on implementation ) initiated by Executive Order 14169 , “Reevaluating and Realigning United States Foreign Aid” and the subsequent dismantling of the USAID. This letter is also sent in follow-up to the most recent report of the Special Rapporteur on extreme poverty and human rights, which expressed concern about the drastic reduction of development assistance by a range of countries, including the United States of America.

Information received concerning the systematic targeting by state authorities against independent lawyers, particularly those who criticize state policies, or who defend protesters and dissidents, in an alleged effort to dismantle legal accountability and suppress human rights advocacy. In addition, we have received concerning allegations of escalating threats, acts of intimidation and disciplinary measures taken against two Iranian human rights lawyers, Mr. Mohammad Najafi and Mr. Mohammad Reza Faghihi, reportedly following their public exposure of allegations of torture and abuses by Iranian security forces, or participating in gatherings and protests, which result in undue restrictions to the freedoms of expression, association and independence of lawyers in Iran.

Information received concerning arrests, detentions and alleged torture of members of the “World All-Union Church of Faithful and Free Seventh Day Adventists of the Reformation Movement”, including the subsequent criminal prosecution of its member, Mr. Pavel Schreider. Concerns regarding the legal framework governing freedom of religion or belief in the Kyrgyz Republic have been the subject of previous communications from Special Procedures mandate holders, including OL KGZ 6/2023 dated 18 December 2023. We regret that no response was received.

Serious concern regarding Law No. 2048 “On the Regulation of Traditions and Ceremonies in the Republic of Tajikistan” ( “Law”), as amended in 2024, which imposes significant restrictions on expressions of cultural and religious identity. Among other provisions, the Law bans clothing deemed “alien to national culture”; prohibits children from participating in celebrations for the two major Muslim holidays, Eid al-Fitr and Eid al-Adha; limits celebrations for pilgrims returning from Hajj; and restricts the scale and scope of weddings and other ceremonial gatherings. While the Law is presented as a measure to curb excessive expenditures, preserve national values and prevent extremism, we are concerned that it unjustifiably restricts a range of fundamental human rights, including freedoms of expression and religion and cultural rights, and may counterproductively undermine social cohesion and efforts to prevent violent extremism.
