Information received concerning restrictions on the right to protest under recent amendments to the laws of New South Wales following the Bondi terrorist attack of 14 December 2025, and the application of those laws to restrict protest since 24 December 2025. We are concerned that the laws and their operation are not consistent with Australia’s obligations to respect the rights to freedom of peaceful assembly, freedom of expression, freedom of association, the right to take part in public affairs, and non-discrimination under articles 19, 21, 22, 25 and 2 and 26 of the International Covenant on Civil and Political Rights. As a State party to the ICCPR all Australian public authorities, including the state of New South Wales and its component parts such as the police, Police Minister, and the judiciary, are required by international law to respect and protect the rights under the ICCPR.

Information received concerning amendments approved on 12 September 2024 to the Judicial Authority Law No. (1) of 1991 by the de facto House of Representatives in Sana’a, as well as their implementation through Decision No. 48 of 2025 of 5 November 2025. A careful assessment of these amendments raises significant concerns regarding their compatibility with human rights law, recalling that, in addition to its obligations under international humanitarian law, the Ansar Allah movement, as the de facto authority in the territory concerned, is responsible for ensuring the human rights of individuals under its effective control.

Il a été porté à mon attention que certaines dispositions du projet pourraient ne pas être conformes aux normes internationales relatives aux droits de l'homme, concernant spécifiquement le rôle de la profession juridique. Dans cette communication, je ne cherche pas à fournir une analyse exhaustive de l'ensemble du projet. Je me concentre plutôt sur certaines dispositions et leur compatibilité avec le droit et les normes internationaux des droits de l'homme.
