Information received concerning Saudi Oil Company’s (Saudi Aramco) business activities, with funding by Kingdom of Saudi Arabia’s Public Investment Fund, JP Morgan, Citi, HSBC, SMBC, Crédit Agricole, Morgan Stanley, BNP Paribas, Goldman Sachs, Mizuho, Société Générale and EIG Global Energy Partners, which appear to be contrary to the goals, obligations and commitments under the Paris Agreement on climate change and which are adversely impacting the promotion and protection of human rights in the context of climate change, including through Saudi Aramco’s maintained crude oil production, exploration for further oil and gas reserves, expansion into fossil fuel gas, and misrepresentation of information. In addition, such activities have negative impacts on the enjoyment of the human right to a clean, healthy and sustainable environment, as recognized by Human Rights Council resolution 48/13 and United Nationals General Assembly resolution 300/76.

Information received concerning the alleged violation of the human right to safe drinking water in the departments of Montevideo and Canelones because of the water crisis that has affected the availability and safety of water for human consumption and use in those areas. This situation allegedly constitutes a threat to the rights to life, health, and food of the population living in those areas. Despite this crisis and its serious impact on the enjoyment of the human rights to safe drinking water, productive and commercial use of water resources reportedly continue being prioritized. In this regard and as per the information received, the activity of UPM Kimmene Oyj, a company domiciled in the territory of your Excellency’s Government has continued business as usual without taking any measures to reduce the large amounts of water consumption.

Comments concerning the normative and practical frameworks of the Arab Interior Ministers’ Council (AIMC) of the League of Arab States (LAS), according to which red notices are circulated based on extradition requests issued by Member States, in accordance with the regional measures to combat crime and counter terrorism, and in application of the Riyadh Arab Agreement for Judicial Cooperation, and the Arab Convention for the Supression of Terrorism. These red notices do not appear to comply with the obligations of Member States under international law, in particular with principles of non-refoulement, non-discrimination, due diligence and fair trial and may implicate the duty to protect the rights to freedom of opinion and expression..

Información recibida en relación con la presunta vulneración del derecho humano al agua potable en los departamentos de Montevideo y Canelones a partir de la crisis hídrica que afecta la disponibilidad y seguridad del agua para consumo y uso humano en esas zonas. Dada su intrínseca relación con la sobrevivencia humana, esta vulneración del derecho al agua potable constituiría un riesgo al derecho a la vida, a la salud, y a la alimentación de la población que vive en estas zonas. Asimismo, de acuerdo con la información recibida, el derecho al agua potable y saneamiento, a la vida y a la salud de ciertos grupos de población está en mayor riesgo porque la crisis del agua les ha afectado desproporcionadamente. La vulneración del derecho al agua potable se ve presuntamente agravada por la priorización de usos productivos y comerciales en el país, cuya actividad no se ha visto reducida pese a la alarmante situación, así como por la falta de inversión en la infraestructura acuífera del país y por una disminución de personal cualificado en la empresa de titularidad pública que gestiona el agua, las Obras Sanitarias del Estado (OSE).
