Informations reçues concernant les politiques d’expulsion des migrants sans papiers et de l’éradication des habitats informels occupés principalement par des migrants, sans aucune consultation ou solution de relogement fournie aux communautés affectées. Selon les informations recueillies, ces politiques n’ont pas pris en compte l’extrême vulnérabilité des communautés de migrants. Les migrants sans papiers sont présumément expulsés en violation du principe de non-refoulement, sans évaluation individuelle ni garantie de procédure régulière, tandis que les habitats informels sont ciblés pour être détruits sans aucune consultation de leurs résidents ni fourniture d’un logement alternatif adéquat.

First-hand information gathered during the technical visit to the camps and detention facilities in the Northeast of the Syria Arab Republic, which took place from 15 to 20 July 2023, where the Special Rapporteur was able to monitor the human rights situation in this extremely complex setting and interview individuals held in multiple sites of detention and prisons. In particular, highlighting the case of an American boy-child held in Houri Rehabilitation Centre, interviewed during the visit to the facility, whose mother and siblings continue to be held in various camps and prisons in the Northeast of Syria. In this regard, the Rapporteur conveys extreme concern about the impact on this boy’s fundamental human rights and his profound vulnerability in detention, his severe and evident state of trauma and suffering, primarily due to the separation from his family members and his lack of clarity about his fate or legal status.
