Information received concerning the 90-day freeze of all federal grants and loans, including foreign aid, and stop-work orders, related to the Executive Orders ‘Reevaluating and realigning United States Foreign Aid’ and ‘Ending Radical and Wasteful Government DEI programs and Preferencing’, enacted on 20 January; as well as the Memorandum for Heads of Executive Departments and Agencies, M-25-13 and M-25-14, by the Executive Office of the President, Office of Management and Budget, that impose a ‘Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs’, and then rescind the pause, respectively; and other specific notes and guidance related to the implementation of these and other recent executive orders .
