 Information received concerning the recently introduced S. 3696, the “Disrupt Explicit Forged Images and Non-Consensual Edits Act of 2024” or the “DEFIANCE Act of 2024”. While we commend the introduction of legislation addressing the grave potential of digital forgeries as a tool of online gender-based discrimination and violence against women and girls, we note that the DEFIANCE Act of 2024, if adopted without amendment, may fall short of international human rights norms and standards, due to the lack of preventative measures.
