Subject: Information received concerning the right to freedom of religion or belief of Tibetan Buddhists, particularly regarding the succession of the 14th Dalai Lama. We are concerned about alleged efforts to interfere in the ‘reincarnation’ of the 14th Dalai Lama and in his role on his succession. We are further concerned about legislation passed by China to assert State control over this process through the 2007 law on ‘Measures on the Management of the Reincarnation of Living Buddhas’ and the 2017 Religious Affairs Regulation. We are also concerned about the continued enforced disappearance of Gedhun Cheokyi Nyima, the 11th Panchen Lama recognised by the 14th Dalai Lama.
