Information received regarding the cases of Mr. Momodou Taal and Mr. Amandla Thomas-Johnson, Ph.D. candidates at Cornell University, as well as the cases of Ms. Rümeysa Öztürk, Mr. Mohsen Mahdawi, Mr. Mahmoud Khalil, Dr. Badar Khan Suri, Ms. Yunseo Chung, Mr. Mohammed Hoque, and Ms. Leqaa Kordia, who have reportedly been subjected to surveillance, arrest, detention, or forced departure in retaliation for their peaceful expression and advocacy related to the Gaza conflict. These individuals, many of whom held valid immigration status, have faced violations of their rights to liberty, due process, freedom of expression, peaceful assembly, religion, and access to justice. Reports indicate a pattern of arbitrary detention, transfers to remote facilities, denial of medical care, religious discrimination, and the use of unsubstantiated national security justifications to initiate removal proceedings.

Serious concern regarding Law No. 2048 “On the Regulation of Traditions and Ceremonies in the Republic of Tajikistan” ( “Law”), as amended in 2024, which imposes significant restrictions on expressions of cultural and religious identity. Among other provisions, the Law bans clothing deemed “alien to national culture”; prohibits children from participating in celebrations for the two major Muslim holidays, Eid al-Fitr and Eid al-Adha; limits celebrations for pilgrims returning from Hajj; and restricts the scale and scope of weddings and other ceremonial gatherings. While the Law is presented as a measure to curb excessive expenditures, preserve national values and prevent extremism, we are concerned that it unjustifiably restricts a range of fundamental human rights, including freedoms of expression and religion and cultural rights, and may counterproductively undermine social cohesion and efforts to prevent violent extremism.

Dang Dinh Bách, en lien avec l'exercice de ses activités en matière de droits humains. M. Bách a été arrêté le 24 juin 2021 et condamné à cinq ans de prison pour « évasion fiscale » conformément à l'article 200 du Code pénal de 2015. Sa peine a été confirmée par la cour d'appel le 11 août 2022.

Drawing attention to the Crimes Amendment (Places of Worship) Act 2025 (“the Act”), which passed the New South Wales (NSW) Parliament on 21 February 2025 and received royal assent on 2 March 2025. The Act amends two existing laws: (1) creating new offences for intentionally impeding access to places of worship and intimidating, harassing or threatening people as they access or leave a place of worship, and (2) granting police officers powers to issue “move on” orders in the context of public assemblies near places of worship.

Information received concerning a series of acts and measures reportedly undertaken within the context of counter-terrorism operations in the province of Balochistan, including: a) alleged arbitrary arrests, acts of violence and mistreatment in detention, enforced disappearances, and extrajudicial killings of Baloch people; b) alleged excessive use of force against individuals, including peaceful protesters, seeking information about the forcibly disappeared in Balochistan and calling for justice and accountability; c) the misuse of certain administrative and legal counter-terrorism measures against Baloch activists and organizations, including the alleged designation of certain individuals as “proscribed persons” and arbitrary travel restrictions against prominent activists; d) alleged censorship of media outlets associated with the activities or events organised by the aforementioned activists; e) a reported proposal for legislative amendments to allow for preventive detention of individuals suspected of committing terrorism in Balochistan; and f) a reported proposal to establish internment centres for individuals suspected of committing terrorism in Balochistan.
